Pinned or Ticker Messages (Infantry verbage) are messages that remain visible on the player screen in the corner.

These are currently displayed in Infantry 1 in the top right corner next to the player list, where we will also be placing them in Infantry 2.

The implementation will be slightly different from the way it currently is in infantry. The server will control when a message is shown/hidden and what it's current text is.

All the messages, their relative orders and their states are sent in one packet.
